Building on the success of Hau`oli Mau Loa Village, an affordable housing community on Kaua`i, conceived of and funded by the Foundation, we plan to collaborate with the same partners on a second self-help housing project. Kaua`i Housing Development Corporation KHDC has been involved in a wide range of housing projects since it was established: The types of projects, the locations, the populations to be served, and the funding for the projects have varied. For example, KHDC was the developer and continues to be the owner of two elderly housing rental projects in Kalāheo and Līhu‘e; together with two other nonprofit developers KHDC assisted in developing self-help housing for twenty-three native Hawaiian families on Department of Hawaiian Home Lands and private land on Kaua‘i, Moloka‘i, O‘ahu and Hawai‘i Island; and Kalepa Village Phase II and III, on Kaua‘i, consists of 80, multi-family rental units for lower income families.
KHDC has a record of finishing projects on time and within budget. For example, in both Kalepa Village Project II and III a significant value engineering effort provided costs savings that paid for most of the required change orders. Extensive marketing preparation work by KHDC and its property manager, Hawai`i Affordable Properties, Inc. resulted in 100% occupancy within one week of the occupancy permit for Phase II and within one month for Phase III. This extraordinary result saved all of the lease-up reserves from both projects from being spent. In addition to completing projects on time and within budget, KHDC also has a commitment to developing housing that is energy efficient. Kalepa Village III was the first multi-family project on Kaua`i to be awarded a cash rebate from the local electrical utility for the project’s solar hot water heating installation.
